Expected Outcomes
By providing the needed resources for underserved primary and secondary schools, we will develop a new generation of young boys and girls with technological skills ready and self-sufficient...to address poverty and maintain a stable environment for themselves and their families in the 21st century and beyond.

Our Optimism
The goals that GFUUPSS has set are sensible and steps towards establishing self-reliance and fostering hard work. In the absence of the anomalies that affect children's learning outcomes...children do want to learn.
Project Preparation
GFUUPSS will utilize the following steps to achieve our project goals.
- Preliminary studies...a study commissioned by the Board
of Directors justifying the need and location of a project
and...followed by project planning.... .
- Execution and implementation of our plans to advance
our goals.
Initiation
Initiation and launching of a project, takes place after a study has been made by the Board of Directors and the Advisory Board...justifying the needs worthiness of the project.
Cost Estimates
We will develop a project budget based on cost benefit analysis. We will consider location, and other factors advanced by the Advisory Board and Board of Directors, that ensure that transparency and accountability are in place and cost containment plan is in place.
Cost Control
Transparency and accountability will be the means by which we address cost control.... corruption in project undertakings. Best business practices will be enforced in our Bylaws and contract documents. The cost of material and labor must be reasonable in the country of origin and verifiable. In essence, the donors must get their "bang for their buck."
Preparation of Plans and SPECs
Preparation of architectural rendering and construction drawing and specification; construction schedules will be developed to follow the work progress.
Bids and Contract Awards
GFUUPSS shall select contractor(s) based on the competitive prices submitted...the contractor prior performance history ...their capability to perform the task... prior to ground breaking.

WHAT IS HAPPENING AT THE PRIMARY SCHOOLS IN DIFFERENT COUNTRIES
GFUUPSS presents, below, an historical background of primary and secondary school education in various parts of the world, the lack thereof, and the impact it has on poor and minorities in third world economies as well as in the industrialized countries.
ACTION NEEDED
It is imperative that policy makers place primary and secondary schools at the top their agenda, to reduce poverty in third world countries and to increase the opportunity for all in Industrialized countries. GFUUPSS is proposing a different, but a step by step approach to improving education starting at the primary school level in underdeveloped countries, as well as in the industrialized countries where crime and poverty are rampant due in part to lack of opportunities.
A NEW APPROACH
The new approach is the introduction of a rigorous approach to science and technology in the classroom and an emphasis on reading and comprehension. The time to make learning a "fun thing", is now. Children will be encouraged to be creative and to think outside the box. Rote method of learning will be de-emphasized. Our motto should be "EDUCATE, TO ERADICATE POVERTY AND DISEASE". We can reduce the cycle of wants and dependency through opportunity.
The Status of Primary and Secondary Schools education in the Areas of Focus, in the aforesaid regions, is presented to show how far minorities and the poor have come, but yet so far behind disproportionately, in the technology gap that needs to be closed.
